PROJECT OBJECTIVES

1. To draft, agree, and adopt HEI-level Codes of Practice and state-level regulatory frameworks (MinEdu, Cabinet of Ministers, NAQAHE) for the functioning of inter-institutional cooperation in PhD training. Specifically, regulations enabling inter-HEI transfers of state funds (payments for courses, co-supervision of students from non-host HEIs), recognition of transfer credits (both domestic and international), licensing and accreditation of inter-HEI joint PhD programs are to be drafted, agreed, and adopted

2.To establish 5 regional DocHubs as national centers of excellence in PhD training; to agree their Codes of Practice; to  install infrastructure for tracking enrolment, student progress, supervision, mobility, coursework, research results and publications, and to enable blended learning; to popularize these DocHubs as centers for aggregation of critical mass for teaching and research

3. To establish 5 inter-HEI subject-specific research networks (political sciences, education policy, finance, informatics, and biochemistry) that are integrated through regular seminars and co-supervision of PhD students, including using distance learning and videoconferencing. Each of the research networks is to include supervisors and PhD students from at least two Ukrainian universities and teaching/research staff  from at least one EU partner and one AS institute. Within the lifetime of the project, each of these networks is expected to launch one inter-HEI joint PhD program

4.To establish infrastructure and systems for training in advanced academic writing (customized to thematic area) in each of the DocHubs, including developed and validated curricula for blended learning (online content, learning management system, in-class equipment), and instructors trained in relevant teaching methods. Course curricula to be validated with Cambridge Advanced English testing tools, and scaled to a broad audience of researchers seeking to upgrade their writing skills (enabling international publication). The courses will be aimed at improving students’ proficiency from B2 to C1 level – a niche that is not currently served by language schools in Ukraine, so given demand, the DocHub course offerings will survive the project lifetime

5. To design and pilot transferrable skills (e.g. research management, presentation, teaching skills, etc.), and speciality courses (3 for each inter-HEI subject-area group) according to EC “Principles for Innovative Doctoral Training” quality standards.

 

RELEVANCE OF THE RESULTS

  • List 3 main achievements /results at institutional and regional level.
  1. New PHD curricula of  2 specialty courses (in the “Finance” program) according to European practice  were developed:
  • Finance and Inclusiveness of the Labor Market and Social Policy (5ECTS),
  • Financial Forecasting, Planning and Economy Regulation (5ECTS).
  1. 2 specialty courses are included in the Educational and Scientific Program “Finance, Banking and Insurance” for the degree of Doctor of Philosophy at the Doctoral School NaUKMA, which was licensed in 2020.
  2. The Institute (P11) joined the formation of an Inter-Institutional Center for the training of applicants for scientific degrees and advanced training of scientific and scientific-pedagogical workers (name – ” Doc Hub”) and 6 inter-institutional Cooperation Agreements with project partners were signed:

P2 National University of Kyiv-Mohyla Academy, P3 Lviv Polytechnic National University, P4 Simon Kuznets Kharkiv National University of Economics, P5 Oles Honchar Dnipro National University, P6 Institute of Higher Education, P13 Institute of Social and Political Psychology;

  • 8 inter-institutional Cooperation Agreements (Doc Hub) with regional institutions outside project were signed (Khmelnytskyi National University, Khmelnytskyi; Vasyl Stefanyk Precarpathian National University, Ivano-Frankivsk; National University of Life and Environmental Sciences of Ukraine, Kyiv; Kyiv National Economic University named after Vadym Hetman, Kyiv;Kyiv National University of Trade and Economics, Kyiv; V.M.Glushkov Institute of Cybernetics of the NAS of Ukraine  (Department of System Modeling Methods), Kyiv; International Research and Training Center for Information Technologies and Systems of the National Academy of Sciences of Ukraine and the Ministry of Education and Science of Ukraine, Kyiv; State Higher Educational Institution “University of Education Management” NAPS of Ukraine, Kyiv).

FINANCE AND INCLUSIVENESS OF THE LABOR MARKET AND SOCIAL POLICY

(5 ECTS)

            Course description (abstract). The presented educational program is a novel educational product intended for the new generation of analysts and researchers to acquire competencies regarding the role of finance in the labor market and social policy’s acquisition of inclusivity features. The course is designed to increase the PhD students’ understanding of inclusive growth concepts  and provide them with analytical and operational tools to evaluate, measure and monitor how financial policies can affect the involvement of all actors in social and labor relations on the labor market, as well as inequality and job creation.

The doctoral program is designed to provide the solution to key tasks, without which it is impossible to be properly guided in professional innovation and development trends of the finance theory, as well as in research. The lecture material aims to provide students with knowledge about the role of finance in ensuring social policy inclusiveness in the long run. Workshops in the form of seminars enable students to choose the most appropriate financial instruments and mechanisms for ensuring the inclusiveness of the labor market and social policy.

FINANCIAL FORECASTING, PLANNING AND ECONOMY REGULATION (5 ECTS)

            Course description (abstract).           The realities of the current stage of development of the Ukrainian state put forward in a number of priority tasks the transition to sustainable and efficient development of the country’s economy, which in turn is impossible without predicting the future, and without forecasting the prospects for development. The scale of the problems to be solved, as well as the qualitative level of development of scientific and technical potential, both require adequate theoretical and practical training of specialists in the specialty “Finance” also in the field of forecasting and programming.

Mastering the course will allow PhD students developing a deep understanding of the theoretical foundations of economics and the financial system, as well as the ability to produce forecasts, plans and programs using the latest research methods and existing mathematical tool. The acquired knowledge and skills will be the basis for substantiating the measures of financial and socio-economic policy from short to long term and assessing the effects of their implementation. The course is aimed at training high-level specialists capable of formulating and solving complex scientific and practical problems of managing and administering financial and other resources, and organizing and conducting research, teaching, management and administrative activities.
