The paper considers the peculiarities in the development of Ukraine’s metallurgical industry under the conditions of market transformation. The author defines the place and role of the metallurgical industry in Ukraine’s national economy. The main trends in the development of the world market of metal products are studied, various technological changes in the structure of world steel production are characterized, and new metallurgical centers are identified. The author evaluates the place and role of Ukraine’s metallurgical industry in the world steel market, and points out its dimensions, openness and the semi-raw nature of production. The paper establishes the role and influence of Ukraine’s domestic market of metal products on the industry’s long term development. The author carries out an analysis evaluates the influence of exogenous factors on the dynamics of output of metallurgical products during the period of economic recovery (1997–2007) and during the recession (2008–2017). Recommendations are developed on the priority areas of state policy in the development of Ukraine’s metallurgical industry. Proposed various guidelines and mechanisms for reforming the institutional environment with the aim of reviving the economic growth of this country’s metallurgical industry.
