Institute for Economics and Forecasting Ukrainian National Academy of Science together with academic public union “Knowledge Platform – Agrarian Development and Rural Innovations”, Delegation of Polish Academy of Science in Ukraine, agriculture universities and NGOs facilitating Public Academic Hearings “Ukrainian village and rural population under holdingization: will European basics of rural development be implemented in Ukraine?” оn June, 10, 2015. During the hearings will be discussed main points of draft “Strategy for Agriculture and Rural Development 2015-2020” related to interests of farming households and family farms, rural communities and rural settlements, which are in risk of being ignored in the process of Strategy implementation after its adoption.

Sector of Energy Development Projections (Department of Sectoral Forecasting and Market Conditions) has completed work on research project “Economic-mathematical modeling tools to support decision-making for ensuring the sustainable development of Ukraine”; II (V) stage: “A study of promising areas of sustainable development in Ukraine with the use of economic-mathematical modeling tools” (topic supervisor – Head of the Sector, Ph.D. R.Podolets).
For the first time in Ukraine, the authors made a factor scenario based analysis of the long term impact of conducting the policy of sustainable development in power sector with the use of a set of special modeling tools, which made it possible to define the contribution (priority) of certain policies (measures) to achieve the established sustainability criteria of the development of the power sector, in particular, in the context of Ukraine’s international commitments on renewable energy, energy efficiency, reduction of greenhouse gas emissions etc., and to quantify the investment needs, possible economic losses for individual categories of energy consumers at various stages of economic development and ways to prevent or compensate for such losses.
The researchers improved the integrated modeling approach consisting of a linear optimization model of the energy system (TIMES-Ukraine) and a computational general equilibrium model with extended energy sector (CGE + E) in terms of structural integration of the modeling tools, seasonal characteristics and projecting horizon, and conditions and restrictions of the development of Ukraine’s energy sector until 2050, expanding the set of parameters used in the iterative process of data exchange between the models. The improvement of the modeling tools provides the possibility to use it as a decision support system to take account of sustainable development criteria in the process of governance and strategic planning of the Ukrainian energy sector development (in the course of creating (actualization) of sectoral policy documents), which is unique in Ukraine in scientific and technological terms.
Further developed methodological approaches to the integrated use of economic-mathematical models of different classes to evaluate the effects of the policy of sustainable energy development through the implementation of the model softlinking approach using the procedure of iterative calculations. The proposed algorithm provides an additional review of verification and calibration of the data obtained after each iteration of the model calculations carried out to achieve the established level of deviation between the standardized resulting variables of the models.

The implementation of the Association Agreement between Ukraine and the EU: recommendations based on the experience of Eastern Europe: research paper / ed. Acad. NAS of Ukraine V.Heyets, Corr. The report provides recommendations on the implementation of the Association Agreement between Ukraine and the EU elaborated by a research team of State Institutions “Institute for Economics and Forecasting of NAS of Ukraine” (IEF) based on analysis of the experience of European integration in Eastern Europe.
The scientists investigated various problems of the implementation of the Agreement for individual industries, markets, and economic and financial institutions, such as agriculture, food processing, steel, energy, rail transport, financial markets, monetary policy, technical regulations, public procurement and the environment, and produced a series of recommendations for the government and business with a focus on the role of industry associations and mechanisms of cooperation between business and government.
The recommendations are based on the analysis of the experience of implementation of the European Association Agreements in Eastern European countries and analysis of structural changes that have occurred in these countries after the completion of the implementation and following their EU membership. Special attention was given to those provisions of the Association Agreement between Ukraine and the EU, whose implementation, as shown by analysis of the experience of Eastern Europe, may require extension of time, and whose implementation involved EU financial assistance.
The paper is the third issue in the series dealing with the problems of European integration of Ukraine completed by the research team of IEF scientists.
Sector of Energy Development Projections (Department of Sectoral Forecasting and Market Conditions) has completed work on research project “Modeling and Economic Evaluation of the Measures to Ensure Reliable Operation of the Integrated Power System of Ukraine During Extension or Decommission of Nuclear Power Reactor Units”; Stage Two: “Development of Modeling Tools for the Analysis and Forecasting of the Reliability of the Integrated Power System (IPS) of Ukraine” (topic supervisor – Head of the Sector, Ph.D. R.Podolets).
As a result of the completion of the research project, the working group, with the use of IAEA’s licensed modeling software “WASP-IV”, created an applied optimization modeling tool “WASP-Ukraine” for the development, assessment and analysis of scenarios of long-term development of the generation capacities of the Ukrainian IPS with regard to ensuring the reliability of its operation. The tool provides a detailed account of the structure of generating capacities of Ukrainian IPS and the set of technical, economic and environmental parameters of its work, with the possibility to assign critical values of reserve capacities and aggregated indicators of the power system’s reliability.
Using the developed modeling tool “WASP-Ukraine”, the researchers carried out an experimental model run of the baseline scenario of the generating capacities of the Ukrainian IPS for the period up to 2030, taking into account the reliability of its operation, including the aggregated indicators of the loss-of-load probability (LOLP) and energy non supplied (ENS). The calculation results showed a sufficient level of adequacy of the model based estimates of the future structure of generating capacities, electricity generation and reliability of the Ukrainian IPS (excluding the modern force majeure in the power sector).
Department of Innovation Policy, Economics and High-Tech Research completed work on “The main problems and guidelines of Ukraine’s innovative development in 2015-2020.”
The work is the result of comprehensive research by specialists from several Ukrainian research institutions (coordination and general methodology to implement the project were provided by the State Institution “Institute for Economics and Forecasting of NAS of Ukraine”). The researchers deepened the understanding of the importance of innovation in the reproductive processes in a modern economy, revealed various socio-economic generalities determining the dynamics of innovation development both at the state level and at the level of individual companies. In particular it is shown that, with the innovative type of development, the dynamics of change reaches a level at which features that characterize the variability of state, begin to greatly dominate over those that characterize its stability. The authors show the role of national institutions in the implementation of innovation policy under the crisis conditions, in which Ukraine is now.
The investigation provides calculations of the dynamics of the main indicators of innovation development in recent twenty years. There are proposals to strengthen the impact of innovation on the modernization of the national economy through the formation of national institutions whose activities should be focused on achieving the priorities of innovation of the economy, particularly in the financial sector, such as universal and specialized development banks, export-import banks, government and venture leasing companies, innovation funds and foundations, regional development agencies and others. Among innovation-oriented national institutions of other types, which should acquire particular importance are parks, industrial parks, business incubators, research centers, technology transfer centers, centers of design and others that will contribute to the development of innovation infrastructure and mainly act on the principles of entrepreneurship.
A new detailed research on the very urgent topic recently published by the Institute for Economics and Forecasting of NAS of Ukraine. The resulting report edited by Academician NAS Ukraine Heyets, Corr. NAAS of Ukraine T.O.Ostashko and Corr. NAS Ukraine L.V.Shynkaruk. The report gives a detailed account of the effects of implementation of the Agreement, and outlines the prospects and risks for specific industries and markets such as trade and financial markets, as well as public procurement market and the labor market.

The Round Table on “IDPs in Ukraine: immediate and medium-term response” was held on July 9, 2014 at the Institute of Demography and Social Research of NASU with Analytical Center “New Social and Economic Policies” as co-organizer. The participants included representatives of organs and structures, which provide or seek to provide assistance to internally displaced persons from the Crimea and Donbas, such as: officers from ministries and services, international and Ukrainian non-governmental organizations, and academic scientists.
The roundtable discussed the key issues of temporary migrants that require resolution and state response; existing experience of providing appropriate assistance; and the necessary legal changes.
The participants came to a consensus on a common list of basic problems of immigrants. Repeatedly emphasized the need to introduce registration of immigrants, radical de-bureaucratization of the process, and providing immediate legal assistance and improved coordination between government and non-governmental organizations.
One of the first speakers was Olga Balakirev, Head of the Department of Monitoring Studies of Socio-Economic Transformation in the Institute for Economics and Forecasting of NAS of Ukraine, Chairman of the O.Yaremenko Ukrainian Institute for Social Research. The presentation titled “The spectrum of the problem of internally displaced persons in Ukraine: rapid assessment of the situation and needs” presented the results of a pilot empirical research on internally displaced persons.
The conclusions were based primarily on data from three focus group discussions conducted in areas of the immigrants’ compact dwelling as of 5-7 July 2014, as well as interviews and analytics available. Based on the coclusions, the speaker generalized the migrants’ living conditions and their immediate and near futureneeds. Toward the end of her presentation, O. Balakireva put forward various recommendations for changes in legislation and government programs to solve the problems of immigrants. She also stressed the need for a comprehensive study, because the definition of priorities and the steps of public policy should be based on a reasonable and representative assessment of plans, intentions and needs of the immigrants.

At the end of May 2014, the Institute for Economics and Forecasting of NAS of Ukraine met with Grzegorz W. Kolodko, the famous Polish economist and director of the Center for Transformation, Integration and Globalization Economic Research, TIGER (www.tiger.edu.pl & www.volatileworld.net) at the Kozminski University in Warsaw, former deputy prime minister and finance minister of Poland. Professor Kolodko described the changes that were made in Poland during the past 25 years, answered questions from the audience and presented the book “Whither the World: The Political Economy of the Future” (http://www.znanium.com/catalog.php?item=booksearch&code=kolodko).
