Dear Colleagues, 

The Economics and Business School of Universidad Anahuac Puebla, México and the Institute for Economics and Forecasting of the National Academy of Science of Ukraine are organizing the International Conference Geoeconomics of the International Monetary Order: Money and Power in the 21^st Century. This event will be held on June 7-8, (Mexico City time zone, UTC-6) through VIRTUAL format. 

The purpose of this international conference is to gather experts from several countries and fields to discuss, as a complex phenomenon that needs to be scrutinized from multiple perspectives, the ongoing multifaceted transformation of the global financial and monetary order. Also, the other purpose is to discuss the impacts and implications for this matter of disruptive forces, including the reactivation of strategic rivalries involving major powers, the intensification of both conventional conflict and non-kinetic forms of warfare, the proliferation of FinTech, rising monetary pluralism and the effects of the COVID-19 global pandemic.   

The sphere of money is not just about wealth. Throughout history, money has operated an impersonal force whose behaviour needs to be understood from a long-range multidisciplinary perspective that considers economic, political, strategic, technological, geographical and societal factors. There is an increasing competition to redefine the nature of the international financial and monetary order. Under such systemic conditions, national states are addressing the sphere of money as a domain that entails far-reaching implications for international relations, national security, foreign policy, grand strategy and intelligence.

Taking this scenario into account, it is important and relevant to analyze what are the main trends of these phenomena that will probably be elements that trigger a new international order.

It is with great pleasure that we invite our colleagues to participate in the International Conference organized by Anahuac University Puebla (Mexico) and Institute for Economics and Forecasting (National Academy of Sciences of Ukraine).

The Conference will provide you with a great opportunity to present your work and discuss geoeconomics of the international monetary order with global scholars. It will also include local and regional representation. For the very first time, the Local Organizing Committee is composed of colleagues from two countries, with the aim of strengthening ties with the global community.

Deadline for proposals: May 20, 2023.

The submissions shall include: title of presentation, abstract of presentation (250 words approximately) and executive resume (250 words approximately).

Format: virtual panels (each speaker will have 25 minutes).

Important. As an additional collaborative project, please note that both Anahuac Puebla University and the Ukrainian National Academy of Sciences, have agreed that this project also contemplates the publication of book which will compile the corresponding conference papers.

On April 19, 2023, the editors of the “Journal of European Economics” together with the Institute of Economics and Forecasting of the National Academy of Sciences of Ukraine held a discussion on the nature of modern money, the reason for which was the two-volume work of the Chief Researcher of the international financial research sector of the IEP, the Deputy Editor-in-Chief of the Journal, Professor Sharov O.M. – “Monetary Globalization” and “Globalization of Money”.

Ukrainian and foreign experts took part in the discussion, in particular, Alonso-Trabanko J.-M. (researcher at Massey University, New Zealand),  Borzenko O. (Head of the IEP Sector ), Hrytsenko A. (Full-Member of the Academy, IEP First Deputy Director), Carrillo-Pina J. ( Universidad Anáhuac Puebla, Mexico), Korablin S. (Corresponding Member of the Academy,IEP Deputy Director), Mishchenko V. ( Head of the IEP sector), Pilyaev I. ( IEP/University of Tokyo), Petryk O. ( IMF Alternate Director, 2013-17; Member of the Council of the National Bank of Ukraine, 2018-22), Yurchyshyn V. (Director of economic programs, Razumkov Center), Saveliev Ye. (West Ukrainian National University, Editor-in-Chief of theJjournal), Skrynnyk Z. ( Lviv National University after Ivan Franko), Sharov O. (IEP ), Yaremenko S. ( Chairman of Eximbank of Ukraine, 1992-96; Deputy Governor  of the National Bank of Ukraine, 2005).

Starting the discussion, Prof. Hrytsenko A. said that he was not going to “sing praises”, but wish to congratulate Prof. Sharov O. with truly unique work. After all, there is no such work in world practice that would be devoted, on the one hand, to the influence of money on globalization, and, on the other hand, to the impact of globalization on money itself. Such a high assessment was supported by Petryk O., who noted: “From my point of view, the treatise “Globalization of Money” by O. Sharov is the most interesting and informative book by Ukrainian researchers in the field of Money Theory and monetary development that I have read in recent years . Books are interesting in themselves, but it is very important that they also make you think about many questions. This is a kind of trigger for further thinking and analysis.”

In the course of the subsequent discussion, its participants discussed the current issues of the development of the Monetary System (Modernization of money functions, the de-staffing of money and the emergence of digital money – crypto-currencies and CBDC) and International Monetary Relations (prospects of de-dollarization, the emergence of alternative international currencies, etc.).

At the end, the wishes were expressed  to continuation of research in this field by Prof. Sharov O., as well as organization of a wider international conference on these issues.

In response to such proposal, it was announced that the Institute of Economics and Forecasting intends to hold such a conference together with Mexican partners in June of this year and invites its Ukrainian and foreign partners to participate in it.

On April 4, 2023, the Institute of Economics and Forecasting of the National Academy of Sciences of Ukraine (International Finance Research Sector) in continuation of the international Conference on fundamental geo-economic shifts (December, 2022)  together with the Diplomatic Academy under the Ministry of Foreign Affairs of Ukraine, held the I International Scientific-Practical Conference “The Modern World and Economic Diplomacy: Challenges, Solutions and Recovery of Ukraine”.

Dear Conference participants!

It is a great pleasure for me to have the opportunity to address you todayю It is a double pleasure, as, unfortunately, the issues of economic diplomacy are not often discussed jointly by academics and practitioners.

In general, the question may arise, why a purely academic institution – like our Institute – shows interest in seemingly purely practical issues. But the fact is that in reality economic diplomacy is an amalgamation of theory, practice and… art.

It is economic diplomats who have to put into practice theoretical ideas about the Role of the State in the Economy, the Geopolitical and Geoeconomic structure of the World, the impact of investments on Economic Growth, the threat of Climate Change, etc. It is fully understandable a huge importance of Economic Diplomacy in the conditions of War and for Post-War Economic Recovery. More than ever, it is precisely in these conditions that the true art of negotiation and the achievement of set goals is required.

To achieve these goals, Ukrainian diplomacy, more than ever, needs to study and use international experience. Although, on the other hand, the situation that has arisen today, – not only in Ukraine, but also in the whole World,-  is simply unprecedented. Therefore, we cannot simply rely on past experience or existing standards. And again – to solve the problems that today stand in the way of Global Economic Development, a combination of theory, practice and art is needed.

From our side, the Institute  makes every effort to theoretically substantiate not only the Tasks, but also the Ways to ensure the Stability of the Economy of Ukraine in the conditions of the War and its Post-War Recovery. We prepare and discuss relevant offers. And not only among scientists. That is why it is very important for us to know that after approval our proposals fall into the hands of skilled and experienced diplomats who are able to ensure their successful implementation.

 So, I congratulate all participants of the conference and wish all of us success in our joint work.

During the Panel Discussion (moderated by Prof. O. Sharov) were presented some reports by Raymond Saner, Prof., University of Basel and Centre for Socio-Economic Development (“Economic Diplomacy in Today’s International Relations”); Hele Karilaid, Counsellor, Department of Economic Diplomacy, Ministry of Foreign Affairs of Estonia ( “Estonian experience in implementing economic diplomacy to overcome global challenges and crises”; Prof. Przemysław Żurawski vel Grajewski, Advisor to the Polish Minister of Foreign Affairs ( “Economic dimension of the Russian war in Ukraine as the fourth crises faced by the EU”) and Volodymyr Khomanets, Ph.D. in Economics, Ambassador of Ukraine to the Tunisian Republic and to the State of Libya with concurrent accreditation (“Strategic orientation and principles of the of ensive model of economic diplomacy of Ukraine”).

Interesting proposals were made by the representative of the GUAM Innovation Association  Dr.S. Maulik, who pointed out the still untapped possibilities of using the Organization for Democracy and Economic Development to raise the international status of Ukraine.

In general, the conference was held in the spirit of an interested discussion of the presented reports, which went far beyond the planned time and made it possible to formulate a number of specific proposals that can be used by our diplomats when solving the tasks of the Post-War Recovery of Ukraine.

On December 20-21, 2022, the Institute of Economics and Forecasting of the National Academy of Sciences of Ukraine, together with the Italian Institute of the Future (Naples), held the International Scientific and Practical Conference “Fundamental Shifts in the Geoeconomic System of the World”.

Dear friends and colleagues!

It is great pleasure for me to welcome all of you and pay a gratitude for the support that you personally, your nations and your governments provide to Ukraine in these difficult times. Despite the continuation of Russia’s full-scale aggression against Ukraine, we believe in Our Common Victory.

Every year, our Institute holds a traditional International Conference on the Geoeconomic Processes in the World Economy. This year, it is being held by the Institute of Economics and Forecasting together with the Italian Institute for the Future and our other partners in the International Analytical Consortium on Ukraine’s Post-War Economic Recovery.

The aim of this year’s Conference is focused on assessing the current state of the Global Economy in order to look beyond the time horizon and understand the essence of the Geoeconomic and Geopolitical changes of the Epochs (Zeitenwender). Ukraine will be able to take a new, prominent place in the new Post-War structure of the Global Economy and Politics.

That is why the opinion and views of international experts from different countries, even different parts of the world – from New Zealand, Australia to Asia, Africa, Europe and America – who agreed to participate in our conference – are important to us.

The scale of the Conference leads to a serious conversation, the conclusions of which, without a doubt, will play a significant role in the preparation of the Program for the Post-War Economic Recovery of Ukraine.

I hope that the Conference will provide an opportunity to better understanding of the direction which the Global Economy is moving in. What is important for all of us.

The International  Finance Research Sector  (the direct organizer from the IEP) presented two poster reports – “War in Ukraine, climate change and viral infections: impact on geoeconomic shifts in the global world” (Head of the Sector, Prof. O. Borzenko) and “Geoeconomic the structure of the Global Market: Post-War Transformation” (Prof. O. Sharov).  

Other key presentations were made: on the first day – by J.-M. Alonso-Trabanco (New Zealand) and M. Makhmutova (Kazakhstan): and on the second day – by Prince Michael von Lichtenstein and A. Cozzolino (Italy).  

Report were active debated by other experts, including V. Paton (Canada), B. Le Blanc (Netherlands), H. Carrillo-Pina (Mexico), L. Chagelishvili ( Georgia) as well as domestic diplomats (G. Nadolenko, V. Khomanets) and academicians ( Professors A. Hrytsenko, V. Plotnikov, I. Pilyaev, Ye. Bublik, etc.).

The First Deputy Director of the Institute, Prof. A. Hrytsenko, summarized the results of the conference. He highly appreciated the level of Reports and speeches and paid a gratitude  to all the participants. At the same time, Prof. A. Hrytsenko  noted that research in the field of International Economics is held back by the lack of a specialized academic  institution in the system of the National Academy of Science  of Ukraine and made a proposal to recommend turning the Sector of Financial Research into a Department of international economics with subsequent revival on the basis of the department separate entity – the Institute of World Economy and International Relations of the NAS of Ukraine .

    The matter  of the conference are going to be published in the form of a conference paper  and  articles in the academic journals  of the Institute.

Address of the Director of the Institute for Economics and Forecasting,  Academician Valeriy Heyets to foreign colleagues with the invitation to a broad cooperation continues to attract the attention of potential partners. After a positive decision of the Italian futurologists to join the Institute in carrying out joint forecast research, including the preparation of the Program on the Post-war Economic Recovery of Ukraine (See: http://ief.org.ua/?p=12208&lang=en), representatives of national and international business circles have shown their intention to support the project. In particular, senior management of the Green Jobs and Sustainable Development International Centre (GJASD International, Switzerland; see at: https://www.gjasd.org), representing the Institute, has approached the Geneva Chamber of Commerce, Industry and Services (Chambre de commerce, d’industrie et des services de Genève; CCIG; see at: https://www.ccig.ch) with a proposal to support the Institute in its work, whose Director-General, Mr.Vincent Subilia, expressed his interest in such cooperation and proposed to have in July a special meeting with the senior management of GJASD International discuss venues of CCIG’s participation in the light of decisions of the international Ukraine Recovery Conference (URC 2022) to be held on 4-5 July in Lugano, Switzerland (see at: (https://interfax.com.ua/news/general/834202.html).

Given high authority of the Geneva Chamber of Commerce, Industry and Services (co-organizer of the World Forum of Chambers of Commerce to be held next year), such support can play a major role in ensuring solidarity of the international business in Ukraine’s postwar economic recovery. Such support is especially important given the initiative of the President of the Swiss Confederation Ignazio Cassis to organize the above mentioned international Ukraine Recovery Conference on July 4-5, 2022 in Lugano (Switzerland).

The need to take advantage of this circumstance was also highlighted during a business meeting with the founding President of the Liechtenstein GIS geopolitical analytical center, HSH Prince Michael von und zu Liechtenstein, who personally constantly provides analytical comments on the situation in Ukraine (GIS Reports; (see at: gisreportsonline.com).

On May 11, 2022, the Memorandum of Understanding regarding Cooperation between the Institute of Economics and Forecasting of the National Academy of Sciences of Ukraine and the Italian Institute of the Future (Naples) was signed. The ceremony took place in parallel in Kyiv and Naples in the Zoom – conference mode. However, in Naples, the Ukrainian side was also represented by a small delegation, which included representatives of the Ukrainian consulate, the Institute of Economics and Forecasting, and a volunteer organization that provides assistance to Ukrainian refugees.

At the beginning of the ceremony the Heads of both Institutes – prof. Roberto Paura and prof. V. Heyets.    Speaking on, both of them expressed confidence in the common victory in the ongoing war in Ukraine and stressed the importance of timely preparations for the postwar recovery of Ukraine, given its new place in the Future World system.

   The Memorandum provides for a wide range of activities, which both researching organizations can work closely together in. For instance, it is consistent with issue of preparation of joint research of political and economic consequences of war against Ukraine (both for Ukraine, and for the European Union and the World as a whole). Such a study can become an integral part of the overall project of economic recovery of Ukraine.

The Consul General of Ukraine in Naples M. Kovalenko spoke in his speech about the available business Ukrainian-Italian relations, including in the field of education and science and confirmed the full support of their development by Ukrainian diplomats. The speech emphasized the meaning of such partnerships to promote Ukraine’s European integration aspirations. Separately, M. Kovalenko emphasized that the real treasure of Ukraine is its people, who looks confident in his and pan -European bright future. The Consul General also pointed to specific areas of cooperation that can always find the necessary diplomatic support.

   The parties has signed separate copies of the Memorandum (which subsequently entered into force), with the hope of exchanging these documents in a personal meeting in a peaceful future. Parties made decision to appoint  the Deputy Head of the IIM for International Cooperation V. Torre (Vincenzo Torre) and the Deputy Director of the IEP Prof. S. Korablin as Coordinators of the joint activities.

The Journal of European Economy (Ternopil) is also a full participant in the cooperation. Articles by researchers from the Institute of Economics and Forecasting are frequently published in the Journal and they are also members of the Editorial Board. Taking into consideration mentioned above the Editor-in-Chief of the Journal prof. E. Saveliev has announced the inclusion in the Editorial Board of the Italian researcher, Head of the Center for European Studies of the Italian Institute of the Future Dr Adriano Cozzolino.

   Dr A. Kozolino also has expressed confidence that such close cooperation between the three institutions will significantly increase the level of acquaintance of the academic communities of our countries in each other’s researching.

   The representative of volunteers, manager of intercultural communication I. Sheshnyova in her short speech has stressed that Ukrainian and Italian volunteers today make every effort not only to receive and accommodate Ukrainian refugees, but also to promote bilateral ties, which are designed for positive results in the future. 

   After that, there was an exchange of views on specific areas of cooperation, which was attended by employees of both research institutions.

   In their closing remarks, the coordinators of the ceremony – V. Torre and O. Sharov – thanked all those present for their close cooperation and expressed hope that in the near future the framework conditions of the Memorandum will be filled with concrete actions.

On February 15, 2022, by the initiative of the International Financial Research Sector of the Institute for economics and forecasting, NAS of Ukraine, it has took the first meeting between the well-known non-profit organization of African countries AWAN Afrika and leading financial and agribusiness experts of the Institute, politicians and university professors.

The Zoom-conference was moderated by Doctor of Economics, Head of the International Financial Research Sector Professor Olena Borzenko. In Opening remarks Prof. Olena Borzenko acquainted with the profile of our Institute, with the leading areas of research.

Dr. Beatrice Gakuba, Director of the AWAN Afrika, said that this organization is the network that comprises of individual members’ businesses including producers, processors, aggregators, export companies and input suppliers among others across the continent and globally. The organization provides women-owned and youth-owned agribusinesses with an E-Hub, which is a repository of information on agriculture along value chains and supply chains. AWAN Afrika Under 30 champions are the youth of either gender engaged in agribusiness.

Her Presentation “Business Aspects of the Financial System of Sustainable Development” outlined such main needs as:

1. Challenges supporting the livelihoods of suppliers and sub-suppliers due to decreases in demand and challenges in accessing markets.
2. Concern for resilience amongst farm producers to be able to use/repurpose/diversify their production so that they can survive periods of reduced demand.
3. Challenges in diversifying supply chains -and bringing in new workers/suppliers- rapidly and ethically.

4. Challenges to meeting commitments to suppliers and workers through swift payment mechanisms

5. Safety of workers, particularly those in factory and farm settings where social distancing may prove challenging.

6. Gender- COVID-19 may have a disproportionately negative impact on female workers, particularly in the garment sector.

7. Human rights violations (including modern slavery) that may occur with increased cost pressures, increased vulnerability of poor households and limited oversight of recruitment and work practices in suppliers and sub-suppliers. 

8. Increased vulnerability of migrant workers who may be reliant on a particular supply chain and have limited protections and recourse in host countries. /post.php?post=11428&action=edit&lang=en

Prof. Olena Borodina, Head of the Department of Economics and Policy of Agrarian Transformation, has presented the work of the Department and the main areas of research, outlined current global trends in agricultural policy and their impact on agriculture in the World (specifically, Ukraine and Africa).

Chief Research Fellow, Dr. Viktor Yarovy has presented information on the implementation of scientific achievements of the Department, cooperation with international non-governmental and non-governmental organizations, establishment of an informal Knowledge Transfer System in Ukraine based on joint efforts of the National Academy of Science and non-governmental peasants’ and farmers’ organizations. He also has mentioned the role of these organisations in adoption the UN Declaration on the Rights of Peasants and other People Working in Rural Areas (2018).

Researcher Oleksiy Frayer has presented the Department’s research results as for the Land Reform in Ukraine, reflected trends in different approaches to land transformation – from egalitarian land reform to free land market. Besides, he has used experience of the People’s Republic of China, the Global  South and Ukraine to indicate successes and failures in the implementation of these approaches.

Ambassador The Extraordinary and Plenipotentiary Ambassador of Ukraine to the Republic of Tunisia, Dr. Volodymyr Khomanets has stressed that the importance of the African Continent for the World’s leading countries is determined by both their political and economic interests. And while Africa is still not fully integrated into the global economy today and its share of world trade is a few percent, it still has a great future. When it comes to its economic potential, special is made of significant African natural resources and a variety of raw materials. But the biggest capital is people, because the economy cannot develop on its own, it is they who develop it. According to the World Bank and the IMF, in the 21st century, Africa will become the most dynamic region in the world, on which will largely depend the nature and rate of economic growth of developed countries, their supply of raw materials, energy resources and human capital.

It is noteworthy that civilized competition in Africa of the world’s leading countries is a completely natural and to some extent desirable for African countries, as it gives them the opportunity to choose the best and most acceptable conditions for cooperation. Therefore, the vast majority of those countries do not want to be “pro-American”, “proChinese” or “pro-Russian”. African countries are increasingly seeking to be pro-African and to defend their own national interests. On the other hand, African countries’ traditional balancing between their foreign partners helps them to feel greater freedom of action and non-involvement in complex negotiations in order to achieve the most favorable conditions for trade and other cooperation agreements.

He supported the theses expressed in the report of Doc. Mr Gakuba emphasized the opportunities for multilateral cooperation in connection with the launch of the African Continental Free Trade Area. In fact, Ukrainian entrepreneurs are already using some of these opportunities, and today’s meeting simply creates additional opportunities for both sides. Of course, this also applies to cooperation in the field of agribusiness. Ukraine has very good and relatively cheap agricultural processing technologies that can be used by our African partners. The Ambassador confirmed that our diplomats are aware of the existence of the AWANAfrika branch in Tunisia and welcomed the proposals for future cooperation.

Prof. O. Sharov (Chief researcher in International Finance) with reference to his experience as an economic diplomat in Southern Africa, confirmed the existence of many common points of interest for Ukraine and the countries of the Continent. In this regard, he reminded that the Ministry of Foreign Affairs of Ukraine has declared this year as the “Year of Africa”, providing cooperation in this area as a priority for both the central office of the Ministry and its Missions abroad. On his own, prof. O.Sharov said that cooperation with African countries has a great importance for Ukraine not only in bilateral relations, but also in view of our European integration priorities, as there are many opportunities in Africa to implement joint projects with our European partners.

Furthemore prof. O.Sharov focused on the problems of the Financial System for Sustainable Development, which was discussed in the presentation by Dr. B. Gakuba. The issue of creating the so-called The Sustainable Financial System is being analyzed by experts of the Sector for International Financial Research (Institute for Economics and Forecasting) and appropriate recommendation will soon be sent to the National Bank of Ukraine and other government agencies. Undoubtedly, the experience of our African partners will also be used in the preparation of these Working Paper, as it creates the basis for our further cooperation.

There is also a lot of room for cooperation in the agricultural sector (meaning not only the cultivation of food products, but also their processing). And in this matter there are opportunities for cooperation not only at the central but also at the regional level.

Dr. Igor Lishchinsky (Professor of the Western Ukrainian University, Ternopil) has said that students from more than 20 African countries have study at the University and in their Working Papers they usually develop issues of Ukrainian-African cooperation in various sectors of the economy. To a large extent, this applies to the agricultural sector, which is leading in the economy of Ternopil region. Thus, there is an opportunity for further cooperation not only in the field of research, but also in the implementation of specific business projects.

The development of international scientific and technical cooperation, in particular the search fornew partners, is now an integral part of activities of research institutions in Ukraine. The State Organization “Institute of Economics and Forecasting of the National Academy of Sciences of Ukraine” also pays considerableattention to this issue. Thus, on September 19, 2018, the Institute hosted a delegation from the Jiangxi Academy of Sciences (People’s Republic of China) headed by its President Xiong Shaoyuan. The Institute was represented by the Deputy Director of the Institute Andrii Hrytsenko, the Deputy Director Sergii Korablin, scientific secretary Vladimir Khaustov, the Head of the sector of forecasting of fuel and energy complex Roman Podolets, the Senior Researchers Olena Stepanova and Vitalii Gryga. The main purpose of the meeting was to discuss areas and further S&T cooperation between Jiangxi Academy of Sciences and Institute for Economics and Forecasting NAS of Ukraine.

The Deputy Director of the Institute Andrii Hrytsenko opened the meeting and introduced the Institute to Chinese colleagues. The President of the Jiangxi Academy of Sciences Xiong Shaoyuan and the Director of the Institute of Science and Technology Strategy Zou Hui presented Jiangxi Academy of Sciences and praised the existing experience of cooperation with the Institutes and researchers of the National Academy of Sciences of Ukraine, and in particular – the work of the Senior Researher Vitalii Gryga at the Institute of Science and Technology Strategy as a high-end expert in March 2018. Also Zou Hui proposed a number of thematic directions for deepening of cooperation between the Institutes, namely research in the field of S&T strategies, industrial development analysis, etc. The Deputy Director Sergii Korablin paid attention on the relevance of the study of Chinese experience and outlined the relevant areas, including the experience of China’s industrial policy and its provinces, the financing of technological modernization of enterprises and the study of development institutes, etc.

Senior Researcher Vitalii Gryga shared his experience of working at the Institute of Science and Technology Strategy, where he prepared and presented analytical materials on technological foresight and on peculiarities of the establishment of successful industrial and technological parks.

During the meeting, possible forms of cooperation such as programs of admission of foreign specialists in Jiangxi province, joint research projects, including international, as well as participation and organization of joint events, conferences and seminars, were discussed by participants.

In conclusion, the deputy director of the Institute Andrii Hrytsenko thanked his Chinese colleagues and expressed his hope for deepening cooperation and realization of joint projects. The President of theJiangxi Academy of Sciences Xiong Shaoyuan, thanked the Institute for the hospitality and invited Ukrainian colleagues to visit Jiangxi Province.

According to the results of the meeting, a bilateral cooperation agreement between the Institute of Economics and Forecasting of NAS of Ukraine and the Institute of Science and Technology Strategy of the Academy of Sciences of Jiangxi Province was signed.

Economic and financial potential of successful cooperation between Ukraine and the PRC within the context of implementation of the Initiative “One Belt, One Road” was discussed at a round table held by the State Organization “The Institute for Economics and Forecasting of the NAS of Ukraine” (IEF) on 23 January 2018. Leading academics of the Institute of World Economics and Politics (IWEP) of Chinese Academy of Social Sciences took part in the round table during their first working visit into Ukraine.

Institute of World Economics and Politics of Chinese Academy of Social Sciences was represented by its Director Zhang Yuyan, Deputy Director of the Department of International Strategy Ren Lin, Senior Research Fellow of the Section of International Strategy Lu Guoxueand Research Fellows  of the Department of International Political Economics Tien Xu and Liu Wei.

Director of the Institute for Economics and Forecasting of the NAS of Ukraine, Academician Valeriy M.Heyets familiarized Chinese scientists with the main areas of scientific research conducted by the IEF and outlined the prospects of joint scientific research and other forms of cooperation between the IEF and IWEP aimed at intensification of economic cooperation between Ukraine and the PRC and promotion of their sustainable socio-economic development.

Director of the Institute of World Economics and Politics of Chinese Academy of Social Sciences Pr. Zhang Yuyan expressed interest in joint scientific research with the Institute for Economics and Forecasting of the NAS of Ukraine. He also described the main stages and the results of the implementation of the “Policy of Openness” of the PRC and presented PRC’s  initiative “One Belt, One Road”.

Deputy Director of the Institute for Economics and Forecasting of the NAS of Ukraine, Corresponding Fellow of NASU Professor Anatoliy A.Hrytsenko described the main prospects and specific features of Ukraine’s current socio-economic development. He emphasized the need to jointly analyze the experience of reforms of Ukraine’s and China’s economies, to identify the mechanisms of economic development common to both Ukraine and China and those that differ. He underlined strong  potential for Ukraine’s adoption of progressive instruments of economic reform in China suitable to current interests of Ukrainian state.

Modern time economic issues and potential of the development of economic cooperation between the PRC and Ukraine under the pressure of today’s challenges and structural changes of global economy were expounded in the report of the Deputy Director of IWEP’s Department of International Strategy Ren Lin.

Head of the Department of Modelling and Forecasting of Economic Development of the IEF, Fellow of the NAS of Ukraine, Dr. of Science in Economics M.Skrypnychenko proposed approaches to modelling and assessment of prospects of mutually advantageous bilateral economic cooperation between China and Ukraine within the framework of implementation of the initiative “One Belt, One Road”.

Fiscal preconditions of cooperation between the PRC and Ukraine that are conducive to economic activity for the implementation of the concept “One Belt, One Road” in Ukraine were defined in the presentation of the Director of the Section of Public Finances I.Lunina. She specified main areas of reforming the corporate income tax and value added tax with the purpose of lowering the tax burden on  business in Ukraine comparison with those of the EU countries. She also described the options of simplified system of taxation for agricultural sector.

The main trends and sectoral structure of economic cooperation between Ukraine and the PRC during the last decade were explored in the report by Senior Research Fellow of the Section of Public Finances PhD in Economics O.Stepanova. She defined specific features of investment activity and practices within cooperation between Ukraine and China and outlined prospective mechanisms of intensification of economic cooperation in the context of the PRC’s initiative “One Belt, One Road” implementation in Ukraine. She listed among them: the possibility to establish a Free Trade Agreement between Ukraine and the PRC under conditions of the fulfillment of the Ukraine-EU Association Agreement; involvement of international financial organizations and transnational corporations into cooperation with Ukraine on the basis of public-private partnership. The speaker mentioned specifically the Asian Bank for Infrastructural Investment and the Investment Fund Silk Road Company. Dr. O.Stepanova also dwelt upon the transfer of technologies and on creation of “technological parks” in Ukraine (referring to the technopark project  “Great Stone” in the Republic of Belorus as an example). She also underscored the option of setting up manufacture and logistics clusters in order that the advantages of Ukraine-EU Association Agreement can be used.

Dr. of Science in Economics O.Nykyforuk, Head of the Department of Manufacturing Infrastructure Development, briefed the participants of the round table on the prospects of Ukraine’s participation in the initiative “One Belt, One Road” in terms of infrastructure development. She also informed them about the research done by her Department. The speaker stressed the fact that the new transportation corridors, built under the New Silk Road concept, can shorten the terms of cargo deliveries from China to Europe by waterways from today’s 45-60 days to 10-13 days, using land routes. She also emphasized the interest of the PRC for Chinese construction and railroad companies to enter the markets of other countries thus providing them with work for decades to come. For Ukraine this is an opportunity to draw Chinese investments into the development of its own infrastructure and built its system of transportation and logistics into the global transportation and logistics networks already functioning on Eurasian continent.

The role of tourism as a factor in the advancement of cooperation between Ukraine and the PRC was highlighted by the Head of the Sector of International Financial Research, PhD in Economics O. Borzenko. She stated that modern trends in the development of tourism are positive. The growing interest of the tourists to our culture, large amount of advertisement, availability of information increase the opportunities for communication between the peoples of Ukraine and China. The speaker pointed out that job creation, new recreational facilities, networks of tourist infrastructure capable of rendering various paid and free services should be priorities in both domestic and international tourist business. Among the priority segments of tourist business development Dr. O.Borzenko also mentioned consolidation of political and economic ties among all members of international community on the new entirely new positions determined by the principles of the UN and universal human values. She also prioritized the development of the project “Oriental Express”.

Prospective forms of cooperation between Ukraine and the PRC through new organizational forms of innovation, of clusters under the “One Belt, One Road” initiative were presented in the report of a leading Researcher of the Department of Innovation Policies, Economics and Organization of Advanced Technologies, PhD in Economics O. Boyko. To create them we first of all need to develop legislation regulating these clusters. The notions of “cluster”, “cluster development policy”, “clusterization” need to be defined. Development of cluster relationships and networking under “One Belt, One Road” initiative is needed too. The models of application of public-private partnership mechanism should be developed so that non-governmental investment resources can be drawn into development of the clusters. Transboundary clusters and mechanisms of their setting up should also be defined by law. Generally speaking, the clusters can become a mechanism of acceleration of economic transformations invoked by the initiative “One Belt, One Road”.

The areas of mutually beneficial cooperation, its mechanisms and prospects determined during the round table were incorporated into the Memorandum of Understanding between the Institute of World Economics and Politics of Chinese Academy of Social Sciences and the Institute for Economics and Forecasting of the NAS of Ukraine, signed by the IEF Director Academician Valeriy M.Heyets and by Director of IWEP of CASS Professor Zhang Yuyan.

The Ukrainian-German  workshop “Evaluation of scientific organizations in Ukraine: Possible Applications of Experiences from Germany” was held in the Institute for Economics and Forecasting (IEF), National Academy of Sciences of Ukraine on 6 December 2017. It was organized in the framework of the joint research project, which is supported and financed by the Ministry of Education and Science of Ukraine and  the German Federal Ministry of Education and Research.

This workshop followed the workshop, which took place in September in Germany (more details on http://guenther.iino.uni-bremen.de/en/news_detail/items/eval-science-project-meeting-in-berlin-and-visit-at-the-leibniz-association-2679).

The aim of the workshop in Kyiv was to discuss the results of the project implementation as well to define future steps.

Prof. Igor Yegorov (IEF) presented the evaluation results of NASU research institutes in 2016. Prof. Jutta Günter (Bremen University) shared an experience of Leibniz Association on such issues, which should be addressed during evaluation, e.g. selection of the evaluation committee members and avoiding of conflict of interests, specific aspects of research departments evaluations and implementation of evaluation results as well. Also, she indentified the directions of improvement of the Leibniz Association methodology for research evaluation. These are distribution of criteria on primary and secondary groups based on type of the research entity and its thematic field, use of group evaluation in order to reduce costs on external expert travels.

Dr. Oleksandra Antoniuk (Institute of Mathematics, NASU) overviewed current procedure of the evaluation taking into account the establishment of the NASU Evaluation Office and summarized the ways of the procedure improvement.

During Q&A session PhD. Vitalii Gryga paid attention on certain problems in evaluation of research administrations and raised a question on consequences of negative evaluation. Yulia Ryzhkova interested in improvement of expert evaluation reports and needs in special trainings for domestic evaluators. Also the workshop participants discussed the problems in publication activity evaluations and the need to keep a balance between quantity and quality of publications. Bad balance in favor of quantity might lead not only to poor quality of scientific papers but flag the researchers’ motivation down.

Summarizing the workshop results all participants agreed that proper evaluation was among the main tasks of S&T reform in Ukraine and the German experience was quite useful in designing own evaluation methodology.
