The Institute’s Academic Council is a collegial body of management of the Institute's research and scientific-organizational activities. Its exclusive powers include issues related to:
- choice and decision-making regarding the Institute's development strategy and prospective directions of scientific and scientific-technical activities
- carrying out a scientific and scientific-technical assessment and approving the topics and results of researches
- submission of proposals and approval of current (annual) and perspective (for the term of office) plans for scientific research and scientific-technical works
- making proposals and decisions regarding the improvement and development of the Institute's structure
- approval of the topics of Ph.D. dissertations at the third (educational and scientific) level of higher education or the scientific degree of Doctor of Sciences and the appointment of academic supervisors or consultants
- approval of the results of the attestation of researchers, graduate students, doctoral students, applicants
- approval of the results of the researchers’ competitions for vacant positions
- nomination of outstanding scientific works for awarding prizes, medals, and other types of awards, including international ones
- awarding the Institute’s employees with the academic titles of professor and senior researcher and submitting relevant decisions for approval to the attestation board of the central executive body, which ensures the formation and implementation of state policy in the field of scientific and scientific-technical activities, initiating the petition for the award of honorary titles
- approval of annual reports on the Institute activities of and consideration of its budgets
- passing a decision on the placement of own revenues in the territorial bodies of the central executive body that implements state policy in the field of treasury service of budget funds or public sector banking institutions as prescribed by law
- approval of the list of professions and positions at the Institute for which flexible working hours and remote work can be applied
The Academic Council performs consultative and advisory functions regarding other aspects of the Institute's scientific and scientific-technical activities, makes decisions and recommendations within its competence, defined by the Statute of the State Institution "Institute for Economics and Forecasting of the National Academy of Sciences of Ukraine".
In addition, the Academic Council analyzes and makes decisions on the following issues:
- the state of execution (implementation) of scientific researches, their material, technical and financial support
- training of research personnel, plans, programs, projects and topics of research works, reports on completed research projects
- development of the Statute of the Institute and making changes to it
- publication of scientific works performed by the Institute’s researchers and works published with the Institute’s name on the title page
- performing publishing activities
- the Institute’s international scientific cooperation
- coordination and scientific cooperation with other organizations and institutions
- nomination of candidates for Full Members (Academics) and Corresponding Members of NAS of Ukraine and sectoral academies of sciences
- recommendations of candidates for the appointment of editor-in-chiefs and members of the editorial boards of the Institute’s scientific publications.
The Academic Council initiates, discusses and makes decisions regarding the main scientific directions of the Institute's activities and recommends them for consideration by the Economics Department of NAS of Ukraine and for approval by the Presidium of NAS of Ukraine.
The number of members of the Institute’s Academic Council is 32 people. At least three-quarters of the members of the Academic Council are elected by secret ballot at the researchers’ meeting for the term of office of the Director, and the remaining members are appointed by the Director’s order.
The Director of the Institute, his/her deputies for scientific work and the Scientific Secretary of the Institute are ex-officio members of the Academic Council.
The Chairman, his deputies and the Academic Secretary of the Academic Council of the Institute are elected by secret ballot from among its members.
The Academic Council of the Institute includes members of the National Academy of Sciences of Ukraine who work at the Institute. The Academic Council also includes the Chairman of the Council of Young Scientists of the Institute and the head of the Institute’s primary trade union organization (as the representative of the Institute’s labor team)
In addition to the above-mentioned officials, the Institute’s leading scientists are elected to the Academic Council (as a rule, from among doctors of sciences working in the positions of head of a scientific unit, senior, leading or chief researchers, who have the academic title of senior researcher, associate professor or professor). In addition, leading scientists and specialists who do not work at the Institute may be elected to the Academic Council (or invited and appointed by order of the Director of the Institute).
The structure and personal composition of the Academic Council are approved by the Bureau of the Department of Economics of the NAS of Ukraine for the term of office of the Director of the Institute.
Changes may be made to the composition of the Academic Council such as: inclusion of new members - at the request of the Council management, exclusion of new members - at the personal request of a member of the Council and without it in connection with his/her dismissal, death, or systematic non-participation in the Council’s work.
Changes in the composition of the Academic Council by its decision are approved by the Bureau of the Department of Economics of the NAS of Ukraine upon the proposal of the Director of the Institute.
