On 14 January 2026, the Cabinet of Ministers of Ukraine has adopted a Resolution establishing the Scientific and Expert Council on Climate Change and Ozone Layer Protection and has approved the regulations governing its activities.
The new advisory body includes 29 leading Ukrainian scientists, among whom three representatives of the State Organization «Institute for Economics and Forecasting of the National Academy of Sciences of Ukraine», namely:
- Roman Podolets — Head of the Department of Energy and Climate Economics, Ph.D. in Economics;
- Oleksandr Diachuk — Leading Research Officer, Department of Energy and Climate Economics, Ph.D. in Engineering;
- Galina Trypolska — Leading Research Officer, Department of Energy and Climate Economics, Ph.D. in Economics.
The Scientific and Expert Council is a permanent independent advisory body established to provide scientific support for the following purposes:
- providing scientific support for the development of national climate policy;
- assessing the compliance of state policies and measures with the goals and principles of national climate policy;
- preparing recommendations on necessary actions based on the results of such assessments and submitting them to the Government;
- overall scientific coordination and forecasting in the field of climate change.
Commenting on the establishing of the Council, Deputy Minister of Economy, Environment and Agriculture of Ukraine Pavlo Kartashov noted that “despite the challenges of war, Ukraine continues to consistently lay the foundations for the country’s green recovery. Effective climate governance requires systematic work to build institutional capacity, transparency and international cooperation. The establishment of the Scientific and Expert Council on Climate Change and Ozone Layer Protection is part of the implementation of international approaches to the formation and delivery of climate policy”.
The participation of researchers from the Institute of Economics and Forecasting of the National Academy of Sciences of Ukraine—who possess extensive experience and a strong record of scientific achievements in this field, recognized internationally and particularly within the European Union—will substantially enhance the work of the Scientific and Expert Council. Their involvement will strengthen the scientific foundations and support the development of evidence-based recommendations for climate policy implementation, especially in the context of European integration and Ukraine’s post-war reconstruction. This contribution will help inform decision-making processes at both national and international levels.
