Scientists of the State Organization "Institute for Economics and Forecasting of the National Academy of Sciences of Ukraine", which is a member of the consortium of the international project PAABS ("Support to Ukraine in the Implementation of the Paris Agreement and Adaptation to the Impact of Climate Change in the Black Sea Region") on July 23, 2026, participated in the founding meeting of the consortium with representatives of:

Ministry of Economy and Environment of Ukraine,
Odesa Oblast’s Military Administration,
State Agency of Water Resources of Ukraine,
public organization "Ecoaction"
public organization "Ecoclub"
German Michael Succow Foundation
analytical center DIXI Group
Frankfurt School of Finance & Management
and other interested parties.

The PAABS project management presented the implementation guidelines of the PAABS project, defining the roles of the consortium partners and further steps to support climate change adaptation in Odesa oblast.

The role of the Institute for Economics and Forecasting of NASU in the implementation of the PAABS project is determined by the fact that the institution is one of Ukraine’s leading research centers in climate policy and strategic planning. At the event, a comprehensive, particularly gender-sensitive assessment of the climate risks and vulnerabilities of the Odesa oblast, prepared by the Institute's scientists, was presented. These results will serve as the scientific basis for the Regional Strategy for Adaptation to Climate Change, which will determine the priority areas for increasing the region’s climate resilience.

One of the results of the meeting was the announcement of a competitive selection to identify pilot communities in Odesa oblast. Based on the results of the competitive selection, communities will receive:

expert support in the field of climate change adaptation;
development of a Climate Change Risk and Vulnerability Assessment.
