The paper develops scientific and practical approaches to assessing the impact of instability and institutional factors on business financing strategies. The author notes the vulnerability of business to systematic and idiosyncratic military risks; a toolkit for assessing direct business losses from the war is developed. The effectiveness of the NBU’s monetary policy during the full-scale war unleashed by the Russian Federation in 2022 is analyzed. The transformations in the finances of large, medium and small businesses during the war are summarized. It is substantiated that the primary tasks of state policy in the war and post-war periods should be the recapitalization of business and the restart of market mechanisms for financing private investments.
