The paper deals with the factors shaping the fiscal space of developing countries. Developed a toolkit for assessing the development potential of Ukraine’s fiscal space, which is based on the indicators of potential GDP, the GDP gap, and the tax gap from the corporate income tax and allows identifying reserves for the expansion of fiscal space via to the use of various components of its internal potential and the reduction of tax revenue losses. The authors reveal the channels of influence of trade wars on the state of public finances of third countries, and propose various tools of state support for economic growth in the conditions of trade wars. The principles of increasing the effectiveness of budget financing of expenditures that ensure the formation of human capital (education and health care) in the context of creating conditions for economic growth have been developed. The authors define the peculiarities of formation of the fiscal space during the war, and substantiate various recommendations for promoting changes in Ukraine’s fiscal space and its impact on sustainable economic growth.
