The research paper provides a quantitative and qualitative assessment of the resource and demo-reproduction potential of Donbas; there is an assessment of the representation of basic industries of Donetsk and Luhansk oblasts’ in the territory under Ukraine’s control. The economic prerequisites are analyzed and scenario assumptions of transformational changes in the employment of the population of the region are developed. A plan for reforming the social and labor sphere of Donbas is proposed, which is based on a strategic vision of economic transformations and the region’s development of on the basis of restructuring with due regard of European experience.

Since the paper was prepared within the framework of the National Development Program "Modernization of Social and Labor Sphere of Donbas: Threats and Opportunities" at the request of the National Academy of Sciences of Ukraine, which was completed at the end of 2015, it presents statistical data and the results of sociological research as of the end of 2015, which, according to the authors, does not affect the assessment of the current situation in Donbas.
