The paper summarizes international experience regarding the formation of state policy regarding IDPs and approaches to assessing their integration and adaptation. The functions and capabilities of state authorities, local self-government bodies, private and public sectors, and rural communities in these processes in Ukraine are considered. Manifestations and factors of social rejection among immigrants are determined. The ratio of different forms of social capital of IDPs in Ukraine is analyzed and the determinants of their successful local integration are substantiated. The expectations of the representatives of the host communities regarding the resettled people are established, and the value based differences between the IDPs and the representatives of the host communities are analyzed. A set of practical recommendations regarding appropriate directions of state policy on the adaptation and integration of IDPs in Ukraine are proposed.
The paper’s materials will be useful for employees of state administration bodies, scientists and those who shape policies aimed at arranging IDPs in Ukraine, and are interested in evaluating the results of their adaptation and integration in the host communities.
