The paper examines how social, cultural, political, institutional and other non-economic aspects contribute to the modernization in the CEE countries in the context of European integration and what lessons can be applied to Ukraine. Substantiated the ways of using social capital to minimize the negative consequences of reforms. The authors assess the level of competencies of civil servants, and propose a set of practical recommendations to contribute to public activities and social cohesion, and improve the national policy in order to reduce social tension and mitigate the consequences of the economic crisis.
