The genesis of the Institute is investigated and the methodological bases of building a medium-term monetary strategy are formulated. This explains to the public the goals and behavior of the central bank about their achievement. International experience in the introduction of monetary strategies regarding the definition of goals, mechanisms for the implementation of monetary power, taking into account the peculiarities of development of national economies, characteristics of monetary structures, hierarchy of quantitative parameters of monetary policy, ways of communication of the central bank with society are generalized . The necessity and main provisions of the medium-term monetary strategy of Ukraine for 2007-2009 are substantiated. On the basis of the analysis of monetary and institutional processes, quantitative medium-term guides and ways to resolve contradictions regarding the hierarchy of monetary policy parameters of the National Bank of Ukraine, ways to improve the NBU communication tools with the public are proposed.
