The essence and characteristic features of the knowledge economy and the factors that contribute to the possibility of its implementation in Ukraine are considered. From the point of view of studying the experience of foreign countries that have chosen the path of formation of knowledge economy, indicators of the effectiveness evaluation of such economy are covered. The spheres of information and communication technologies and highly intellectual services, education and science, technology transfer and integration processes in scientific and educational activities, which are part of the knowledge economy, are analyzed. Based on the existing educational and scientific and technical potential, state policy measures will be proposed, which will contribute to the efficiency of economic transformations and the formation of the national innovation system of Ukraine as the basis of institutional support of the knowledge economy.
