The scientific report investigates the factors that affect the level of government expenditures, substantiated institutional conditions for increasing their transparency and efficiency in Ukraine. The role of the stock market as a sphere of attracting financial resources in the economy of Ukraine, the structure of financing investments in fixed capital is analyzed, strategic sources of financial resources of enterprise development and conditions for their involvement by release and placement of corporate securities are determined. The theoretical foundations are generalized and the practical experience of regulating the interstate capital movement in the countries of the world is analyzed. Ways to increase the efficiency of regulation of foreign capital flows in Ukraine are proposed.
