The reasons for the reduction of budget revenues in Ukraine in 1997-2002 were investigated, proposals to overcome the negative dynamics of VAT revenues were submitted. The consequences of the implementation of possible options for reforming the system of taxation of income of individuals are evaluated. The need to adopt Ukraine's budgets only in the context of a long-term public debt management strategy is substantiated. The policy of government borrowing and its consequences for the expenditure part of the state budget are analyzed. It is proved that priority attention should be paid to the formation of surplus budgets, establishing debt security criteria, using part of privatization income for debt fulfillment, diversification of external lending sources, etc.
