The scientific report explored a set of key budget problems and substantiates practical proposals for improving the budgetary and tax policy of Ukraine. The negative trends in the field of public finances of Ukraine in 1999-2000 were analyzed. A wide range of issues related to the formation of the real and balanced budget for 2001 has been considered: the normative legal field of the budget process; forecast of macroeconomic indicators that form the financial and economic base of the budget; ways to increase the efficiency of public spending, reduce debt burden on the economy, improve the tax system in the direction of creating incentives for the development of the real sector of the Ukrainian economy.
