This monograph examines the organisational and economic aspects of transport liberalisation in Ukraine in the context of European integration, wartime challenges, and the transformation of the national transport sector. It develops a comprehensive approach to understanding transport liberalisation as a multidimensional process encompassing institutional, regulatory, organisational, digital, and infrastructural changes aimed at improving the efficiency, resilience, and international competitiveness of the transport system.

The study synthesises international experience in the liberalisation of road, rail, air, and maritime transport, identifies the principal barriers constraining transport market development in Ukraine, and substantiates strategic directions for their elimination. Particular attention is devoted to the systematisation of contemporary liberalisation instruments, including mutual recognition mechanisms, digital transport solutions, institutional reforms, coordinated border management, and integration into the European transport area.

The monograph proposes a unified methodological framework for assessing the effectiveness of freight transport liberalisation based on a system of economic, institutional, infrastructural, digital, and environmental indicators applicable across all major transport modes. The findings provide a methodological basis for transport policy development, the approximation of Ukrainian transport legislation to the European Union acquis, and the implementation of measures supporting the sustainable development and post-war recovery of Ukraine's transport sector.
