The monograph evaluates the mechanisms of state support for farming in Ukraine in historical retrospect; the authors reveal the essence of such support mechanisms from the point of view of ensuring an optimal combination of the interests of the state, producers and consumers and promoting local development. The authors summarize the experience of implementing food aid programs for vulnerable sections of the population on the example of the USA, and reveal the mechanisms, social benefits and losses from their implementation. The need is substantiated, opportunities are assessed, and legal prerequisites are defined for the introduction of food subsidies to the population in Ukraine. The authors work out the main principles of the creation of the State target program of assistance to low-income citizens for the purchase of fruit and vegetable products from farm-type farms and measures for its implementation. The peculiarities of the creation and functioning of marketing non-profit associations are also highlighted, thanks to which costs are reduced and incomes of households - their members are expanded, and the marketability of small-land farms is increased. A number of changes are proposed to the legislative acts of Ukraine, which bring them closer to the EU legislation in the field of cooperation, state support of associations of small producers, cooperative lending, and taxation of economic non-commercial associations.
