The monograph presents the results of a study on the modern regulatory policy in Ukraine, considers the conceptual principles of analysis and assessment of the impact of regulatory acts, and analyzes the world experience of assessing the regulatory impact of the government on the economic interests of citizens, business entities and the state (using the example of the USA and European countries). The authors analyze the quantitative (methods of choosing alternatives, for the selected alternatives - analysis of "costs-benefits", and "costs-effectiveness") and sociological methods (surveys of representatives of interested groups, population, business community). Also they assess the state, features, problems and limitations of the existing mechanism of analyzing the impact of regulatory acts in Ukraine.
Substantiated various methodological approaches to identifying educational and professional imbalances in Ukraine’s regional labor markets, which are an obstacle to the modernization of this country's economic development. Educational and professional imbalances were considered as a structural mismatch between the demand and supply of labor resources as a result of both the low mobility of the labor force and the ineffectiveness of the current system of professional training and personnel retraining. Summarizing the problems of state regulation in terms of satisfying the future need for personnel in the regional economy and determining the future need of this country’s economy for skilled personnel in terms of professions makes it possible to substantiate various guidelines to balance personnel training of with the needs of the regional economy.
The publication is part of a larger study in 4 parts based on the results of the research project on “Modernization of economic policy for the development of spheres of activities and markets", which was carried out by the research team of SO "Institute for Economics and Forecasting of the National Academy of Sciences of Ukraine” during 2018-2019 (state registration No 0118U007329).
