The monograph deals with the theoretical and methodological foundations of inclusive development and the essential characteristics of inclusive rural development based on the main principle of inclusiveness "no one should be left behind". The authors provide a definition of inclusive rural development, whose result consists in overcoming the economic, social and political exclusion of peasants. Various socio-economic aspects of the development of the rural economy, agrarian sector and rural society are evaluated from the standpoint of inclusiveness. Proposed various theoretical and methodological approaches to rural development based on the application of a two-dimensional matrix of indicators, which includes three sectoral planes (political, social and economic) and three dimensions of inclusiveness/inequality (by availability, quality and distribution of public goods and services). Sub-integral and integral indices of inclusive rural development are defined, and directions for increasing their levels are substantiated. The conditions for the transition to inclusive rural development in Ukraine are defined, and its driving forces are identified. The authors develop various methodical approaches to increase the political inclusion of peasants by strengthening their ability to participate in decision-making at all levels, using the potential of the UN Declaration (2018) on the rights of peasants and other people working in rural areas.
