The monograph deals with theoretical and methodological foundations of the consolidation of Ukraine’s state finances under the influence of financial instability factors. The authors identify the economic content of fiscal consolidation and the guidelines for building the institutional framework of consolidation policy. Substantiated various approaches to reducing the risks of loss of state revenues and improving budgetary and tax stimulation of the economic activities of business entities. Considered the issue of transformation of the policy of state support of enterprises with the aim of increasing the competitiveness of the national economy and reducing the burden on state finances. Outlined the directions for reforming budget policy in the social sphere (on the example of health care and social protection).

The authors analyze the problematic aspects of budget decentralization and identify the ways to improve the efficiency of public authorities at different levels as a strategic direction of consolidation of public finances in Ukraine.
