On March 5, 2026, a round table "Green Mortgage: How to Launch a Housing Market for the New Generation " was held in Kyiv, organized by:
- State Institution "Institute for Economics and Forecasting of the National Academy of Sciences of Ukraine";
- Initiative by SMARTER FINANCE FOR EU / European Centre of Excellence.
Currently, proper conditions have been created in Ukraine for a second attempt to launch a mortgage market. The so-called green mortgage is attracting increasing interest in this direction. The event became the starting point for creation of an expert platform on sustainable housing financing in Ukraine.
The roundtable participants - representatives of the government, the financial sector, developers, scientists, and international experts - focused on shaping a common vision of a green mortgage model that could become a key tool for post-war recovery and energy modernization of the housing stock.
The key challenges for launching a housing market for the new generation, despite the developed scientific tools for assessing the effectiveness of investment projects and the established scientific approaches to the use of mixed financing mechanisms to address decarbonization issues, remain the weakness of the regulatory framework and the professional capacity of market participants. This is what the roundtable participants focused on in their reports.
The roundtable was the first in a series of expert sessions aimed at shaping a modern sustainable housing market in Ukraine. Further events will be aimed at agreeing on approaches to shaping a green mortgage model for Ukraine, and formulating regulatory proposals for authorities, and practical recommendations for implementing pilot projects.
