Is it reasonable to build new plants in Ukraine today or wait for the favorable opportunity – the end of martial law?

This critical issue for the development of the economy was answered by key stakeholders during the regular Discussion on the presentation of research results within the framework of the scientific platform at the Ministry of Economy, which was held on 31.10.2024.

Oleksandr Bykonya, Senior Researcher of the Department of Sectoral Forecasts and Market Conditions, presented the results of the study «Development of bioethanol production and effects of its growth in Ukraine», which caused a lively discussion among the participants of the platform. In particular, Nataliia GORSHKOVA, Director of Strategic Planning and Macroeconomic Forecasting Department, mentioned 2 possible ways to accelerate the development of bioethanol generation: building new plants in a safe location with appropriate infrastructure and energy facilities or modernizing existing production facilities in Ukraine.

The participants determined that despite the numerous risks connected with security factors, the industry is driven by the urgent need to substitute imports of petroleum products; availability of scientific, technological and production base for the production of biological fuel components; availability of a raw material base that has significantly expanded due to the inability to fully export grain; commitments under the Energy Community and the EU-Ukraine Association Agreement, in particular the necessity to implement directives that provide for the use of energy from renewable sources including in transportation.

The second valuable report «Scenarios of the minimum ‘subsistence level’ for the Ukrainian economy, below which the economy is forced to move to 100% wartime economy» was presented by Igor Burakovsky, Director of the Institute for Economic Research and Policy Consulting.

Summarizing the results of the work of the Scientific Platform under the Ministry of Economy, a presentation on the results of scientific researches is being prepared during the publication of 10 major projects of research institutes on the economic recovery of Ukraine of the 15 planned, as well as presentations on additional topics, which will be discussed at the end of the year at the final meeting. The specific research results will be included in the development plans of the Ministry of Economy for the next 2025.
